The text provides for setting up a Committee that will be in charge of coordination for health control and supervising the toxic and hazardous substances use in different sectors. The text prohibits distribution, sell, packaging and keeping the toxic materials in the food stores and provides regulation for producers, formulators and users of the chemical and toxic materials. The text provides for compliance with all environmental standards for production, formulation and sell similar products with considering the public health and ecosystem. Issuance of the license is required by the companies and governmental agents having business activity in this sector. The text further provides for regular monitoring on the operating entities in this sector and verifies regulations for export, import, registration and packaging of the fertilisers and hazardous substances by the producers.
