Chapter two refers to the liabilities of the Ministry of Water and Energy for collecting information, research, mapping, considering claim of people and taking due decisions for nomination of bed and surrounding of water. The Regulation provides further the responsibilities of the National Department on Protection of Environment. The Regulation prohibits excavation of deep water holes and specifies the scope of this limitation. The Regulation refers as well to the establishment of useful plants fields, tree planting and sport parks. Finally the Regulation provides for penalisation actions.
