It establishes the Office of the Director General of Utility Regulation, the Public Utilities Regulation Fund and the Utility Appeals Panel and Tribunal. The Director-general shall be instrumental in providing effective utility services and shall grant and renew licences to provide utility services, or to establish, operate or maintain a utility network, under any Sector Law, i.e. any Law which provides for the regulation by the Director General of utility activities.
