Abstract

This Regulation contains guidelines for local government and water services providers for the implementation of drinking water supply system in the Regency in order to ensure the community the availability of basic daily drinking water needs meeting the requirements of quality and quantity. This Regulation aims at fulfilling the people’s rights to drinking water, at achieving a balance of interests between customers, business entities and community groups, at creating an affordable and qualitative drinking water supply service. According to the Regulation, the implementation of drinking water supply system can be completed through pipeline and non-pipeline network. The Regulation prescribes water quality standards that drinking water must meet to be distributed. The Regulation provides for: organisation of service; drafting of plans for its implementation; integrated management; prevention of water pollution, including domestic and non-domestic wastewater management; obligations and responsibilities of the authority; payment for water services; imposition of fines; issuance of specific permits; consumers’ rights and obligations; financing and fees; administrative sanctions; penalties and criminal provisions.
