The Regulation consists of 24 articles. People's governments at or above the county level shall set up the Afforestation Committee, which shall take the unified leadership of compulsory tree planting activities and rural and urban greening work within their respective administrative areas. The offices set up by the Afforestation Committees shall be responsible for the specific implementation, coordination, guidance, supervision and management of voluntary tree planting activities.
