The Regulation concerns: forestry; ecosystem protection; biological natural resources; forest area; forest products; forest management; forestry planning system; forestry development plan; environmental protection; integrated management; conservation forest. The Regulation defines the principles inspiring the forestry planning system, including: accountability, transparence, fairness, sustainability, integrated participation. According to the Regulation, the forestry planning system provides guidelines to organise and evaluate the coordination of the forestry plans at national and local levels with the forest management unit, in order to create a comprehensive forestry unit responsible for the implementation of coordination between forestry development actors in the management of forest areas, optimise the community participation in the development of forestry sector. Concerning forestry administration, the Regulation focuses on: protection of forest areas, conservation and protection of forest resources, forest utilisation, climate change adaptation and mitigation, forestry research and development. Other matters covered by this Regulation concern: contents and criteria of the forestry plans; mechanism and process for preparation of forestry plans; identification of responsible authorities; assessment and approval of the plans.
