The Ministerial Regulation is based on the following principles: taking into account biodiversity and cultural diversity; transparency and public participation; enhance the role of community as the main actor and decision maker. The Regulation concerns: forest areas; national forest; protection forest; village communities; village forest management; business permits to the utilisation of timber forest products in village forests; utilisation of forest areas for the following activities: cultivation of medicinal and ornamental plants, beekeeping, wildlife sanctuary, animal rehabilitation, forage cultivation, water utilisation, natural tourism; utilisation of environmental services and protection of environment; utilisation of timber and non-timber forest products. Matters covered by this Regulation include: determination of village forest working area; education and training to improve the capacity of villages and village institutions in administering village forests; village forests management rights: right of use, ownership; village forest management right work plan.
