Abstract

This Regulation, consisting of 54 articles, in order to implement the provisions of article 80 paragraph (4) and article 82 paragraph (4) of the Government Regulation no. 47 of 2014 concerning control and countermeasures of animal diseases and Law no. 18 of 2009 concerning livestock and animal health, provides for measures concerning import and export of feed materials of animal origin to and from the territory of the Republic of Indonesia. The Regulation defines the following relevant terms: feed ingredients; animal originated feed ingredients; feed; importation; exportation; country of origin; transloader; animal disease; infectious animal diseases, including diseases transmitted between animals and humans; specified risk material; packaging; contamination; import and export permit. This Regulation concerns: import requirements; export requirements; procedures for obtaining import and production permits; quarantine measures, reporting and supervision. Dispositions related to requirements include: animal quarantine certificate; veterinary certificate concerning feed safety, specific ingredients for ruminants, poultry, pork and fish feed; animal health requirements; specific requirements concerning diseases, including foot and mouth disease (FMD); record system to facilitate traceability; level of animal protection and welfare in slaughterhouse; vaccination strategy; animal products safety control system; surveillance system on feed ingredients and monitoring of pollution; risk analysis; packaging requirements. Other matters covered by this Regulation concern: administrative sanctions; transitional terms; revocation of previous Regulation; annexes.
