This Ministerial Regulation shall come into effect on the date of its legislation.
Abstract

This Regulation, consisting of 4 Chapters and two model forms, establishes Animal Quarantine Measures on Import and Export of edible animal origin products. It specifies the requirements to be met and hygiene and sanitary procedures to be satisfied for importing all edible animal origin products (HBAH), such as: packaging sanitation certificate free of Quarantine Animal Disease (HPHK); passing import inspection centre; and be reported and submitted to the point of import for quarantine measure purposes; owner identity; port of origin and date of loading; type and amount of consumable HBAH; and port of destination. Quarantine measures of HBAH are performed by considering risk level of HBAH as intended in paragraph (1) consisting of low, medium, or high risk. Risk level of HBAH as intended in paragraph (2) is based on: processing type of HBAH; and/or disease carrying potential of consumable HBAH.
