In particular, the production of seeds and seedlings requires a specified license issued by the Research Institute of Registration and Certification of Seeds and Seedlings. The producers are obliged to observe the standards and structures of production and propagation of the seeds and seedlings. The Institute determines the areas suitable for production of seeds and seedlings by scientific and technical assessments. In order to increase the activities of the private sector, the Institute provide financing for qualified facilities. Exportation and importation of seeds and seedling need a certification of the Institute and the Agriculture Ministry. The Regulation consists of 34 articles, sub-divided into seven Chapters: General Provisions (I); Production of Seeds and Seedlings (II); Control and Monitoring of Seeds and Seedlings (III); Identify Suitable Areas for Seeds and Seedlings Production (IV); Facilities and Support for Private Sector (V); Exportation and Importation (VI); Other Provisions (VII).
