In particular, the Committee is the responsible authority to implement the regulation, determine priorities and monitor the implementation and research. Each decision of the Committee regarding stabilization of river bed and shoreline of transboundary rivers is binding. The Ministry of Energy is responsible for data collection, research, mapping and all technical issues. Moreover, the Ministry of Interior Affairs is responsible to compensate all damages caused to frontiersmen by implementation of this law. The Regulation consists of 33 articles, sub-divided into three chapters; Definitions (I); The Committee (II); Responsibilities and Authorities (III).
