In particular, the Regulation establishes the Permanent Committee of Importation and Exportation to prepare drafts of the relevant legislations and regulations. The Regulation also establishes the Exportation Development Committee in order to increase the non-oil export. Importation of any goods requires the registration of the order in the Ministry of Commerce, whether importer be from public or private sector. Moreover, the Regulation forbids any commercial relationship with Israel. The government should provide the list of all forbidden goods for importation. The foreign trade certification is issued for residents of the southern and southeastern border areas of the country which encompass special incentives to import and export goods. The Iranian workers residing abroad are permitted to import machineries, instruments and raw materials up to specified limit annually.
