Abstract

This Title of Article 15 of the Environmental Conservation Law of New York (the Article 15 being known as the Water Resources Law of New York) regulates reservoir releases. It declares to be the policy of the state of New York that the volume and rate of change of volume of releases of water from its reservoirs should be regulated to protect and enhance the recreational use of waters affected by such releases while ensuring and without impairing an adequate supply of water for power production or for any municipality which uses water from such reservoirs for drinking and other purposes. For this purpose, the commissioner of environmental conservation of New York is directed to make an inventory of impounding reservoirs of waters and to promulgate rules and regulations for releases from such reservoirs.
