The Regulation consists of 54 articles divided into 8 Chapters: General Provisions (I); Supply and Utilization of Electricity (II); Electricity Price and Electricity Fee (III); Agricultural Use of Electricity (IV); Protection of Electric Facilities (V); Supervision and Inspection (VI); Legal Responsibilities (VII); Supplementary Provisions (VIII). The people's government at or above the county level shall, when distributing electricity quotas, guarantee proper proportion of electricity for use in agriculture and in the rural areas, giving first priority to rural use of electricity for draining water-logged fields and combating drought as well as for seasonal agricultural production.
