Abstract

The Regulation is based on the Afghanistan Seeds Law and aim to regulates farm inspection in the country. The Regulation consists of 3 Chapters, which divided into 11 articles: General Provisions (I); Duties and Responsibilities (II); Final Provisions (III). The main objective of this Regulation is to inspect and control the technical facilities of farms in order to produce the high-quality, safe and pure seeds. The farms inspectors are responsible to: participate in seeds quality control trainings of the FAO; inspect farms of the contract farmers and corporative who produces seeds; collect data and report to the Department of Cereal Production and Development; collect samples and send them to the laboratory for taking necessary tests; register sample seeds in the laboratory’s database; approve or disapprove the improved seeds; cooperate with FAO’s staff. According to the Regulation, FAO office in Afghanistan is responsible to provide training courses for farms’ inspectors, provide better facilities for laboratories, and cooperate in farm inspection process and examinations in the laboratories. The Ministry of Agriculture, Irrigation and Livestock is the authority responsible to implement the provisions of this Regulation.
