The Regulation consists of 27 articles, divided into 5 Chapters: General Provisions (I); Cleaning of Cities (II); Green Spaces (III); Punishments (IV); Final Provisions (V). Municipalities, with the cooperation of other departments, are authorities responsible to implement provisions of this Regulation. Main responsibilities of municipalities regarding the cleaning of cities include: to collect, transfer, and disposal of urban waste; to instantly clean cities and habitat areas. Municipalities should create, restore, maintain, and develop green spaces in cities based on national master plans.
