Abstract

This Resolution consisting of 11 articles regulates the electronic database to follow up and monitor the waste management operations. Article 3 establishes a Technical Committee for the Environmental Information and Control System for Waste Management at the Ministry with the following main tasks (i) set out standards and foundations for managing information and waste control systems; (ii) adopt electronic systems for the information system for waste management; (iii) adopt updates and development on information and monitoring systems; (iv) determine the parties that must record, collect, analyze and save data on the information system; (v) adopt the necessary programs and plans for training those dealing with information and monitoring systems. The Ministry is responsible for supervising the management of the information system (art.4), including monitoring the water quality in landfills and taking periodically manual sampling from groundwater wells and surface water. The Resolution indicates also the data that the municipalities, joint services councils, and the Greater Amman Municipality shall enter into the information system (art.4 b), while the Department of General Statistics provides the system with the necessary economic and social data as needed at the level of regions, governorates, and districts (art. 4 c). Rules for the facilities that produce more than 100 and 1000 non-hazardous waste and any quantity of hazardous waste, except for the domestic sector are provided in article 5. The operator, producer, holder, collector, or waste exporter, when performing any of the waste management operations, must register it on the information system within one week of performing it (art.6). Obligations for waste transporters of all categories and types are provided in article 8.
