Abstract

Fisheries, catch and harvest of aquatic animals and aquatic plants in high seas must be carried out by fishing vessels of fisheries enterprises and fishing collective farms in accordance with fisheries regulations including the present one on the basis of fishing authorizations issues by fisheries institutions to each master. Fisheries in high seas for research purposes must be carried out in accordance with fishing authorizations issue by fisheries institutions to captains of scientific research vessels. Control over the observance of fisheries regulations, excluding whaling, must be carried out in sea-ports and in high seas by the national fisheries institutions. In cases envisaged by international agreements and decisions of international commissions international control must be carried out in high seas over the observance of fisheries regulations. Masters of fishing vessels must keep regularly and correctly fishing registers in accordance with the form validated by the Fisheries Ministry. Masters of fishing sea-ports must prohibit navigation of fishing vessels in case of absence of regularly issued fishing authorization.
