Abstract The Technical Secretariat is established as the executive body of the National Water Council. The Secretariat is a public entity under the authority of the Prime Minister headquartered in Tirana. Its mission is the establishment of an integrated system for the government and management of water resources with the purpose of satisfactorily responding to public demand while also supporting the sustainability of ecosystems and promoting the competitive use of resources for maximum economic advantages. The functions and tasks of the Secretariat are stipulated in Law 111/2012 on the integrated management of water resources. They include leading the formulation of the sector’s strategic objectives and the integrated management of human and financial resources, maintaining the updated inventory of financial assistance projects in the sector, leading the process of needs prioritizing, and coordinating all parties involved in the preparation and implementation of the National Sectoral Plan.
