It establishes basic principles for identification of degraded agricultural land, the modalities of exposure thereof and provisions for soil improvement and rehabilitation. In the process of identification of degraded agricultural land basic unit of degraded land shall be taken minimum irrigated plot of land (for irrigated land) and minimum plot of land with established boundaries (for non-irrigated land). Grounds for classification of agricultural land as degraded shall be: (a) reduction of crop yield by 20 percent in the last three years; (b) irregularity of the state of surface area (rough land cover, malfunctioning irrigation system, unsatisfactory land reclamation); and (c) request of landlords and land tenants specifying the causes of land degradation).
