Abstract This Regulation sets out the necessary conditions and procedures for: management of the national milk reserve; keeping of the unique register of cow's milk producers; allocation, transfer and conversion of individual milk quotas; approval of the purchasers, establishment and terms of bank guarantees; buying cow's milk; submission of declarations meant for buyers and producers of cow's milk. Article 2, paragraph 1 states that the national milk reserve shall be part of the national milk quota.
