Abstract This Regulation, consisting of 22 articles divided into six Chapters and six Annexes, regulates Fuel, Biofuel and Lubricant Marketing Activities in the Territory of Timor-Leste. It establishes the respective principles, rules and conditions to be observed for the registration, licensing, organization, operation and exercise of such activities, applicable to all entities that carry out, or intend to carry out, related Trading Activities in the Territory of Timor-Leste, regardless of their nationality and nature, and establishing the fees and obligations, the inspection and the sanction regime. It does not apply to Crude Oil and Natural Gas Trading Activities for Processing or further treatment, as well as feedstocks for Biofuels or any other alternative form of fuel, which are subject to specific regulation.
