Abstract The Order sets regulations with regard to ships’ insurance or other security covering liability certification. Owners of Norwegian ships having on board more than 2 000 tons of oil in bulk, are required to possess approved such certification in adherence to the article 191 and 194 of Maritime Code. These provisions also apply to foreign ships entering or leaving ports or other loading or discharging place in Norway or on the Norwegian continental shelf (Chapter 1 - Insurance by the International Convention No. 1 of 27 November 1992 on Civil Liability for Oil Pollution Damage (articles 1-8). Provisions also apply to foreign ships entering or leaving ports or other loading or discharging place in Norway or on the Norwegian continental shelf and to ships owned or operated by the Norwegian State or another State (Chapter 2 - Insurance by the International Convention No. 1 of 23 March 2001 on Civil Liability for Bunker Oil Pollution Damage (the Bunkers Convention) (articles 9-15). If the ship is certified to carry more than 12 passengers, it shall adhere to article 4 of Directive 98/18/EC which certifies to carry more than 12 passengers, even when the ship is registered in Norway, if the transport agreement is entered in Norway, or if the departure is in Norway. Limit of insurance or other financial security shall be of at least 250 000 SDR multiplied by the number of passengers (Chapter 3 - Insurance by Athens Regulation, the Athens Convention and the Maritime Code article 418, section 2 (articles 16-22). Certificates may be issued for a specific period or until the insurance or security is terminated. Owners of ships provided with a certificate issued by the Norwegian Maritime Directorate are required to submit the certificate to the Directorate immediately. Certificate under the 1992 Liability Convention shall be drawn on the recommended form by the International Compensation Fund in accordance with the 1992 Liability Convention (Chapter 4 - Common provisions (articles 23-31).
