Abstract This Regulation sets rules on the allocation of importing quotas of agricultural products. The Norwegian Agricultural Authority shall oversee and implement provisions contained in this Regulation and shall set a minimum and maximum percentage of yearly quota to be applied (the equivalent to 10-30 tons of meat of moose, 2-4 tons of deer meat, 2-4 tons of grouse birds meat for three years, and 2 to 4 tons of meat of other game. Agricultural product quota allocations are classified from A1 to A6: A1 (quota allocation by auction for reindeer and caribou meat between October and January with an estimated 40% of total quota allocated in October), A2 (to be implemented latest on November of the previous year of quota allocation), A3 (implemented latest on November of the same year), A4 (implemented in January of each year), A5 (oilseeds allocated twice a year - August and November), while quotas for grain and certain raw materials for animal feed shall be allocated in August, November and May. The equivalent of projected import between 25% and 55% shall be distributed in August. In November 25-55% of import shall be adjusted according to new forecasts and shall be assigned quota in August. Distribution in August and November cannot exceed 80% of the forecasted import in November. Additional quotas may be allocated outside the regular allocation times and quota for grain and certain raw materials for animal feed granted in August will apply from 1 September to 31 August. Other allocations of quota for grain, oilseeds and certain raw materials for feed shall be valid from the auction date to 31 August. Quota allocation by auction for products marked "A6" shall be implemented latest on November of the previous year before the first of the second year of projected quota allocation. Auctions of apple juice/concentrate from the EU must meet article 18b (section 1) of Regulation No. 1723 of 22 December 2005. Cheese imported from the EU (3 430 tons) shall be distributed on the basis of written application to the Norwegian Agricultural Authority.
