Abstract This Regulation lays down rules for establishing the screening mechanisms of foreign direct investments into the Union by Member States and strengthening the cooperation among Member States themselves and with the Commission, with the aims of enhancing its competitiveness, creating jobs and economies of scale, bringing in capital, technologies, innovation, expertise, and opening new markets for the Union's exports. Member States and the Commission may consider the potential effects of a foreign direct investment on supply of critical inputs, including energy or raw materials, as well as food security, while determining whether a foreign direct investment is likely to affect security or public order. The Commission shall be responsible for the evaluation of the functioning and effectiveness of this Regulation and reporting to the European Parliament and to the Council.
