This incentive shall be made available only if the required state funds are available. Support may only be given to a measure that contributes to measures that 1. meet strategies, plans or programs for climate and energy in the county or municipalities or municipalities where the measure is intended to be implemented, and 2. increase the pace of achieving the Environmental quality Objective on Limited Climate Impact (as defined by Parliament) and its milestone targets. Support must not be given to private individuals. An application for support must be made in writing and submitted to the county administrative board in the county where the measure is to be implemented.
