Any area may be established as a regional water, sewage, or solid waste district under this article for one or more of the following purposes: (1) to provide a water supply for domestic, industrial, and public use to users inside and outside the district; (2) to provide for the collection, treatment, and disposal of sewage inside and outside the district; and (3) to provide for the collection, treatment, and disposal of solid waste and refuse inside and outside the district. The article further provides for the establishment of regional districts; districts established under prior law; board of trustees of regional districts; powers and duties of regional districts; district plan; payment of district expenses; addition of territory to regional districts; territorial authority of sewage disposal companies bonds; rates and charges; and foreclosure of liens.
