Abstract

Following some general provisions, the 12 chapters of this Decree deal in detail with hunting; hunting regimes; breeding hunted species in captivity; training fields for hunting; possessing, trading in and transporting game; reducing population density of harmful species; infringements and penalties; the administration and supervision of hunting; the organization of hunting and hunting associations; protected areas; final and transitional provisions. With regard to the conditions for hunting, the Decree requires hunters to possess a permit which is valid for 5 or 10 years, for which an aptitude test must be taken by the candidates to show that they have the necessary knowledge to engage in hunting. Hunting may be practised on any land, and in marine and continental waters, except in certain zones set up as parks, and on beaches. For the purposes of protection, temporary or permanent hunting reserves, whether partial or whole, may be created. In whole hunting reserves, the hunting of any gaming species is banned, whereas on partial reserves only certain species may not be hunted. The hunting seasons are laid down each year, specifying the periods during which specific species may be hunted. Hunting grounds may be subject to a general or to a special hunting regime. All lands which are not included in zones subject to a special hunting regime are subject to the general hunting regime. On lands subject to the special hunting regime, hunting must be practised in accordance with specific rules applicable to them and with the provisions of the plans for the management and exploitation of hunting zones. Lands subject to the special hunting regime include national, social, tourist and associations' hunting zones.
