Article 2 defines the application scope. Title II of the Regulation describes with detail the whole procedure (application, opinions to be given by the competent Basin Authority, inspection, authorization to well digging, fixing of the fee, registration, environmental impact assessment, renewal of the concession). Title III regards the extinction of the concession. Title IV describes a simplified procedure to be applied under certain circumstances (art. 36).
