This Regional Legislative Decree shall enter into force on the day after its publication.
Abstract

This Legislative Decree establishes Land Use Planning within the Autonomous Region of Madeira (POTRAM). It consists of 6 Chapters defining the general actions to be performed for the planning and development of land use and soil occupation, defense and protection of environment and natural heritage, etc. The specific objectives of POTRAM are: a) structuring the territory, with a view to organize the homogeneous regional areas and preserving the environment and quality of life; b) establishing territorial conditions for the modernization of the economy, aiming to raise the level of income and quality of life of the population. The main strategic actions are: promote a balanced population growth in order to overcome the rural exodus; improve the levels of education and vocational training; value natural resources, respecting the humanized landscape of territory; preserve the natural, historical and cultural heritage as well as traditional activities; support the modernization of artisanal based economic sectors located in rural areas, aiming at strengthening and improving the efficiency of the regional production; create an incentive system for industrial development; create innovative conditions in terms of equipment and animation to differentiate the tourist product of the Region and increase its competitiveness.
