Abstract This Regional Law regulates relations originating in the sphere of geological exploration, management, including mining, and protection of subsoil, groundwater and specific minerals. Subsoil on the regional territory shall be exclusive public property. Plots of subsoil shall not be subject to purchase and sale, donation, inheritance, deposit or alienation in any other form. Subsoil shall form state regional subsoil fund. This Regional Law establishes that plots of subsoil can be conceded for the following purposes: (a) geological study, prospecting and exploration; (b) mining; (c) formation of particularly valuable geological objects; and (d) collection of minerals for mineralogical collections. Subsoil management shall be subject to licensing. Plots of subsoil can be conceded for management for a limited period of time or for open-ended management.
