Abstract This Regional Law establishes general organizational and legal provisions in the sphere of protection of the population and territory (including, land, soil, water and air) against natural and technological disasters. The scope of this Regional Law shall be to prevent outbreak and evolvement of disasters, reduction of damages and losses caused thereby, and mitigation of the consequences thereof. Regional early warning system shall be integral part of the federal (national) early warning system, one of the main tasks of which shall be data collection, processing and reporting in relation to natural and technological disasters and information of the population of the state of territory.
