Abstract This Regional Law grants the right of timber extraction to citizens for individual personal needs for heating, housing construction and other personal purposes in forest fund. Damaged, dry and overmature standing timber of forest species shall be primarily destined for felling. Timber extraction by citizens shall be carried out in accordance with purchase and sale contracts of forest species. Small ethnic communities of the North the aforesaid communities shall be granted the right of timber extraction for free as traditional rights. Upon completion of timber extraction operations citizens must provide for land clearing. Citizens shall have the right of procurement non-timber edible and non-edible products free of charge and without any authorization. Non-timber forest products procured by citizens for individual personal needs shall become their property.
