Abstract The scope of this Subsoil Code shall be to ensure complex rational management and protection of subsoil, protection of the interests of the state and the citizens, and also of the rights of subsoil managers. Regional subsoil, including underground, minerals, energy and other resources, shall be state property. Regional subsoil shall be used for exploration, prospecting, research and mining for the purpose of extraction of mineral resources. Subsoil can be conceded either for performance of a single of the aforesaid activities or for a combination of some of them. Subsoil management shall be subject to mandatory licensing. Subsoil manager of possession of a concession for subsoil operations shall have exclusive rights for subsoil management and exploitation within the boundaries set forth in the licence.
