Abstract This Regional Law envisages the following cases of timber extraction for public or municipal needs: (a) felling of standing trees, representing danger for public safety and public health; (b) timber extraction in the process of allotment of felling sites, prevention of natural and technological disasters and mitigation of the consequence thereof; (c) timber extraction in the process of sanitary felling and forest fire prevention arrangements; (d) extraction of timber damaged by forest fires, windfall, wind breakage, pests and diseases; and (e) extraction of fir trees (spruce) and other coniferous forest species by citizens for New Year festivities in accordance with purchase and sale contract for forest species in the period from 1 to 31 December annually.
