Abstract This Regional Law establishes legal grounds for production, procurement, processing, storage, trade, transportation and use of seeds, and also plant variety and seed control of crops. This Regional Law regulates relations concerning seeds recorded in State register of selection achievements (art. 4). Seeds of agricultural crops shall be classified as follows: (a) original; (b) elite; and (c) reproductive (art. 5). Functioning of seed growing system shall be regulated by the authorized federal agricultural institution (art. 9). Seeds with seed and sowing qualities complying with state standards and other normative acts applicable to seed growing shall be used for seed growing (art. 15). Seed growers shall have the following duties: (a) use seeds complying with standards and plant variety and sowing qualities; (b) use certified seeds; (c) comply with seed production, storage and trade regulations; (d) carry out seed testing; (e) record seed quality and seed origin; and (f) grand access to seed plantations, lots of seeds and seed documentation to public agricultural officials (art. 17).
