Abstract

This Regional Law regulates land relations on the regional territory of the within the powers granted to the constituent entities of the Russian Federation by federal legislation. The objects of land relations are land as a natural object and natural resource, land plots, parts of land plots. Participants in land relations are the Russian Federation, regional administration, municipalities, citizens and legal entities, including land owners, participants in shared ownership, land users, landowners, tenants, and servitude owners. Land in the region shall be classified into the following categories for their intended purpose: (a) agricultural land; (b) urban land; (c) land of industry, energy, transport, communications, radio broadcasting, television, informatics, land for space activities, defense land and land for other special purposes; (c) land of protected areas; (d) land of the forest fund; (e) land of the water fund; and (f) reserve land. Transfer of land from one category to another shall be performed by regional executive and by local government in accordance with their respective competences. Land plots in state or municipal ownership, in addition to cases established by federal legislation, shall be allotted once free of charge to the ownership of citizens of the Russian Federation residing in the regional territory in the following cases: (a) for activities of a peasant (farm) to citizens permanently residing in the municipality, on the territory of which it is planned to carry out its activities of the peasant (farm) economy to large families; and (b) for gardening, truck farming, animal husbandry, suburban construction, peri-urban agriculture, personal subsidiary small-holding (at the choice of the citizen): to vulnerable groups of the population, protected categories of the population and to persons with special merits for services to the state.
