Abstract This Regional Law establishes that water charges shall be applicable to industrial enterprises, including thermal energy enterprises, irrespectively of the form of ownership thereof. Water charges shall be applicable water abstracted for technical needs from surface water and groundwater sources. Water abstraction by industrial enterprises shall be subject to mandatory licensing and in the licence shall be specified monthly water abstraction limits. The following categories shall be exempted from payment of water charges: (a) fishfarming enterprises; (b) communal services and subsidiary smallholding; and (c) mineral and medicinal thermal waters.
