Abstract This Regional Law lists categories of citizens that shall have the priority right of allotment of plots of public or municipal land and land with undefined ownership free of charge on lease without tenders within the boundaries of urban areas. The aforesaid plots of land can be allotted to peasant farms for agricultural purposes, farming, horticulture, vegetable gardening, smallholding and housing construction. Citizens engaged in farming shall be granted the right to obtain the aforesaid of land in ownership free of charge after three-year period of lease on condition of purposeful use of land plot during three-year period of lease in accordance with authorized land uses.
