Abstract This Regional Law regulates relations in the sphere of organization, protection and management of protected areas with a view of conservation of unique and typical ecosystems, genetic fund, study of natural processes in the biosphere and control over changes in the state thereof, and also ecological, historical and cultural education of the population. Regional protected areas shall be classified as follows: (a) state nature reserves; (b) nature monuments; (c) natural parks; and (d) dendrological parks and botanical gardens. Conservation of protected areas shall be based upon the following principles: (a) priority of protection in comparison with management; (b) priority of use of protected areas for research and recreational purposes in comparison with other uses; (c) prohibition of economic activities non-complying with status of protected areas; and (d) involvement of citizens and non-government entities in conservation of protected areas.
