Abstract This Regional Law determines powers of the regional state bodies in the field of ensuring biosafety. Regional Parliament shall be responsible for adoption of regional laws in the field of ensuring biosafety. Regional Government shall be responsible for: (a) adoption of legislative acts in the field of ensuring biosafety; (b) validation of state programs in the field of ensuring biosafety and ensuring implementation thereof; (c) establishment of the authorized regional executive bodies in the field of ensuring biosafety and coordination of their activities; and (d) performance of other powers in the field of ensuring biosafety in accordance with the federal and regional legislation. Regional executive bodies shall have the following powers in the field of ensuring biosafety: (a) participation in planning and implementation of anti-epidemic, anti-epizootic, anti-epiphytotic measures; (b) participation in the monitoring of biological risks and in assessing the effectiveness of the implementation of measures aimed at ensuring biological safety, on the regional territory; and (c) informing local governments and the population about activities implemented on the regional territory aimed at ensuring biological safety.
