Abstract This Regional Law establishes that plots of public land can be allotted to natural and legal persons in ownership or in lease, in case of availability of free land areas, for use for specific purposes in accordance with purposeful classification of land. Transfer of land ownership right or transfer in lease of public land plots shall be legalized in the form of decision issued by the Regional Government. Public or municipal agricultural land can be allotted on lease to citizens on condition of short-term lease (up to three years) without the right of buyout for grazing and haymaking. Privatization of public agricultural land plots shall be performed beginning from 9 January 2050.
