Abstract This Regional Law delimits plenary powers of regional state institutions in the sphere of water relations. Regional administration shall perform the following plenary powers: (a) establishment of water charges, the rates and modalities of collection thereof; (b) adoption and validation of legislative acts regulating water relations; and (c) validation of navigation rules for small-size vessels. Authorized state institution in the sphere of water relations shall perform the following plenary powers: (a) ownership, management and disposal of waterbodies; (b) reservation of potable water and technical water supply sources; (c) state monitoring of waterbodies; and (d) prevention of negative impact upon waterbodies and mitigation of the consequences thereof.
