This Regional Law enters into force on 1 September 2022.
Abstract

In order to protect the rights of minors to life and health, to prevent harm to the physical, mental and moral health of minors, this Regional Law establishes additional measures aimed at limiting the consumption of non-alcoholic tonic drinks in the Kaliningrad region. Non-alcoholic tonic drinks, for the purposes of this Regional Law, shall be intended those defined by the national standard of the Russian Federation GOST R 52844-2007 "Non-alcoholic tonic drinks. General specifications". On the territory of the Kaliningrad region, the sale of non-alcoholic tonic drinks to minors is prohibited. If the person directly dispensing non-alcoholic tonic drinks (seller) doubts that the person purchasing non-alcoholic tonic drinks (buyer) has reached the age of majority, the seller is obliged to demand from the buyer a document proving his identity and allowing to establish the age of the buyer. The seller is obliged to refuse to sell non-alcoholic tonic drinks to the buyer if there are doubts regarding the buyer that he has reached the age of majority, and the document proving the identity of the buyer and allowing to establish his age is not presented. Violation of the requirements of this Regional Law entails administrative liability.
