Abstract The scope of this Regional Law is the delimitation of powers between regional state bodies in the field of biological safety. Regional Assembly shall have the following powers: (a) adoption of regional normative legal acts in the field of biological safety; and (b) implementation of other powers in accordance with federal and regional legislation. Regional Government shall have the following powers: (a) adoption of normative legislative acts within its competence; (b) validation of regional state programs in the field of ensuring biological safety; (c) appointment of the regional state executive bodies authorized in the field of ensuring biological safety; (d) coordination of activities of the regional state executive bodies in the field of ensuring biological safety; (e) participation in the planning and implementation of anti-epidemic, antiepizootic, antiepiphytotic measures; (f) participation in the monitoring of biological risks and in assessing the effectiveness of the implementation of activities, aimed at ensuring biological safety, on the regional territory; and (g) information of local governments and the population about the implemented on the regional territory of activities aimed at ensuring biological safety.
