This Regional Law enters into force on the date of its official publication.
Abstract

The scope of this Regional Law is the delimitation of powers between regional state bodies in the field of biological safety. Regional Assembly shall have the following powers: (a) adoption of regional normative legal acts in the field of biological safety; and (b) implementation of other powers in accordance with federal and regional legislation. Regional Government shall have the following powers: (a) adoption of normative legislative acts within its competence; (b) validation of regional state programs in the field of ensuring biological safety; (c) appointment of the regional state executive bodies authorized in the field of ensuring biological safety; (d) coordination of activities of the regional state executive bodies in the field of ensuring biological safety; (e) participation in the planning and implementation of anti-epidemic, antiepizootic, antiepiphytotic measures; (f) participation in the monitoring of biological risks and in assessing the effectiveness of the implementation of activities, aimed at ensuring biological safety, on the regional territory; and (g) information of local governments and the population about the implemented on the regional territory of activities aimed at ensuring biological safety.
