Abstract This Regional Law regulates relations in the sphere of management of industrial and consumer waste with a view of preventing negative environmental impact and recycling thereof. Basic principles of waste management shall be: (a) responsibility of state bodies for ensuring favourable environment and safe living conditions in the process of waste management; (b) minimization of waste production in the process of collection and preparation for processing thereof; (c) priority of processing of waste before destruction; (d) priority of destruction of waste before burial; (e) prevention of unauthorized waste disposal; (f) recycling of waste; and (g) access to information on waste management and waste disposal. Waste collection shall be carried out separately in accordance with waste categories. Waste disposal sites shall be subject to monitoring in order to expose environmental risks.
