Abstract This Regional Law establishes that natural medicinal resources, healthcare areas and spas shall be classified as protected areas and shall be destined for cure, health care and recreation of the population. Natural medicinal resources shall include mineral and thermal water, muds, healthcare climate and other natural objects and conditions used for health care and recreation. Spas shall be classified as of local and regional significance. Recognition of area or territory as healthcare area or spa shall be performed in accordance with environmental audit. Natural medicinal resources shall be public property and can be owned by the Russian Federation or by regional administration. Mineral water can be used for industrial bottling.
