Abstract This Regional Law establishes the procedure and standards for citizens to harvest timber for their own needs, the procedure for citizens to conclude contracts for the sale of forest plantations for their own needs, the procedure for citizens to collect and harvest non-timber forest resources for their own needs, and the procedure for citizens to harvest and collect medicinal plants for their own needs, exceptional cases of timber extraction for state or municipal needs on the basis of purchase and sale contracts for forest plantations, exceptional cases of procurement of spruce and (or) other coniferous forest species for New Year holidays by citizens and legal entities in accordance with purchase and sale contracts for forest species without allocation of forest plots. Citizens shall be authorized to procure timber for heating, housing construction and individual personal needs in accordance with purchase and sale contracts for forest species without tender. Procurement of forest species shall be performed by selective and clear cutting for the purpose of timber extraction.
