Abstract This Regional Law delimits plenary powers between state regional bodies in the sphere of land relations. Regional Administration shall carry out the following plenary powers in the sphere of land relations: (a) establishment of the authorized state regional institution in the sphere of land relations; (b) classification and transfer of land; (c) expropriation, including repayment, of land for public needs; (d) establishement of lease payment for public land; (e) establishment of the modalities of regional land survey; (f) institution of protected areas of regional significance; and (g) land tenure of public land.
