Abstract The scope of this Regional Law shall be to promote oversnow tourism. The purposes of regulation shall be: (a) development of new type of tourism; (b) promotion of ecological and ethnographic tourism; (c) ensuring safety of citizens practicing oversnow tourism; (d) environmental protection; (e) stimulation of new sphere of entrepreneurial activity; and (f) creation of favourable start-up conditions for investments in tourism. Mandatory condition for organization of oversnow tracks shall be submittal of project documentation by tourist organization of agency to the authorized regional state institution in the sphere of tourism. Oversnow tracks shall be operative prior issuance of authorization by the aforesaid institution. State support of oversnow tourism shall be performed in the form of preferential payment of taxes and dues and in the form of public financial support in accordance with long-term specific programs for promotion of tourism.
